The Hampton Roads Workforce Development Board uses the trade name "Opportunity Inc." to conduct its operations. The Board is responsible for developing policy and overseeing local workforce development initiatives in partnership with the local elected officials. In Virginia, there are sixteen local Workforce Development Boards.
Members of the Board are appointed by the Chief Local Elected Officials of their respective city and county in accordance with criteria established by the Governor. Board membership is comprised of representatives from business and industry, education agencies, community-based organizations, economic development agencies, public employment service, public assistance agencies, vocational rehabilitation, labor organizations and the military. Membership is drawn from individuals who have optimum policy-making authority from their organization.
The authority of the Board is established in Federal and State legislation that provides funding to support the operation of the workforce development system. The Board's role is to ensure that the regional workforce development system is market-driven and responsive in meeting the employment and training needs of employers and job seekers alike.
The Board has a full time staff who operate Opportunity Inc. programs on its behalf.
